What whitening claims can legally say in Malaysia
Whitening claims, labels and advertising rules
Whitening is the highest-risk claim category in Malaysian supplements. The chemistry is the straightforward part. What stops launches is label wording, advertising approval, and ingredients that turn out to be scheduled medicines rather than supplement actives. Settle the claim you intend to make first, then build a formula that can carry it.
Some whitening agents are medicines
Tranexamic acid is used orally for melasma but is a prescription medicine, not a supplement ingredient. Hydroquinone is prohibited in cosmetic products across ASEAN. Neither belongs in an NPRA-registered health supplement, whatever an overseas competitor appears to be selling.
Advertising is a separate permission
Registration and advertising are two different approvals in Malaysia. Consumer-facing advertising for a health supplement needs Medicine Advertisements Board clearance before it runs, and the reference appears on the material. Before-and-after imagery and skin-tone comparisons are rejected most often.
Wording that survives review
"Supports an even skin tone" and "helps maintain radiance" are maintenance claims. "Whitens skin", "removes pigmentation" and "permanently lightens" are not. Malay and Chinese label versions are assessed on the same basis, so a loose translation is a genuine risk.
The stack is antioxidant, not bleaching
Oral whitening formulas are usually built on vitamin C, L-cysteine or cystine, and a polyphenol such as pine bark or grape seed. The tyrosinase and oxidative-pathway rationale belongs in your internal dossier, not on the carton.
Actives must be declared quantitatively
Health supplement labelling requires actives and their amounts per dose. A proprietary blend that conceals how much of the headline ingredient is present is not an option here, and informed buyers read it as a warning sign anyway.
Export language differs sharply
Whitening wording that is ordinary in Malaysia and Indonesia is restricted in Australia and increasingly refused by international marketplaces. If export is planned, choose brightening or radiance from the outset so one artwork set travels.
Formats
Single-dose sachets suit this category because the actives oxidise and because a sealed stick supports a daily-ritual price point; loose-sachet runs start from around 10,000 sticks. Halal & sourcing
Cysteine is the item to check. L-cysteine has historically been produced from human hair and from poultry feathers, so insist on a fermentation-derived grade with its own certificate rather than accepting a finished-blend document.
